The short answer is no. It becomes a choice between your level 38 spell and AA slow. The long answer is the slows he added at 100+ were complete filler spells so he met his quota of spells for those expansions. They served no purpose at all being weaker than the spell we already had. Worse than that the level 100 spell came out after we had our AA slow and still was used as a basis to nerf our AA slow. Instead of continuing to tune our AA slow based on the level 38 spell that it copied when first implemented.
