    He is not where he was in beta, and he gives out the EW merc quests. Anyone else find him somewhere?

    This is a bug.
    Grunak and Reclamation Officer Borminn shouldn't be missing.
    Fixed internally, but will require an update to address. Thanks for letting us know!
