The merchant that sells Guide to transcendant bags seems to be missing from POK near the small bank scribe Zekett , or is there somewhere else you can buy it
You may have to find another merchant; check your home city - more often than not, those zones have tons of merchants. The missing merchants is due to some issues that involved Ragefire going live and was an intended effect. Its being fixed though =)

They know the NPCs are missing, they know who is missing but just don't care because Ragefire is more important than old servers ATM. Maybe next months patch they will be nice enough to add them back
