   They only seam to contain Emberheart Shards about 20% of the time. Is this a bug or am I doing something wrong?

   It's more like 50% but yes they can be empty.

   for me was about 1 in 3 on getting a drop. So figure you need to open 60 or so per full set of gear.

   1 in 3 for me also, I collected about 120 of them for my toons and group mates. Having a Rog to ninja helps immensely.
