Fixed Internally Load UI Skin gives Atlas Page Error

    Doing Load UI Skin to either Default or some custom UI gives an error in the main chat window "Atlas Page Error".

    A file is created called AtlasPageError.txt and contains this text:

    Page Error:
    Failed to open file

    I have reproduced this both loading my custom UI and by loading the Default UI.

    I also want to mention that I copied my custom UI files from Beta, and I did not see this error on Beta.
