The file may be in use or you may lack the necessary permissions to install.
Had this occur yesterday, running 7 accounts on 1 of the machines, one account crashed zoning, and then this error came up when relaunching. Closed down all accounts, rebooted machine, problem gone. And no - not on Phinny, so doesn't appear to be related to the "true-box code" stuff.
