This appears to be an Original/Classic item, before "Magic" was put into the game. There are certain mobs that may only be damaged by magical weapons. It had nothing to do with the stats, it was introduced later in the game. This is not a bug.
said "magic mobs" are in classic in case you didn't know, so it can very well still be a mistake/bug, will let the devs decide... but usually they follow the rule if an item has "magic attributes" on them then the item itself is magic (else it wouldn't have magic attributes on it to begin with, kinda logic)
It may be a claim that "it is not a magic item, but it can attack Wisps and ghouls". I'm camping because I don't have it. In addition, Hunter achievement.
Your complaint is a bit unclear: are you saying this works as a magic weapon (i.e. hits mobs which are immune to non magic weapons) but isn't marked "Magic", or are you saying that it's not and you think it should be? If the latter, no. Just because it has stats doesn't make it magic. RBF is a prized resist item in classic, and even in Kunark IIRC, for dragon raids. It can fit in the range slot which is great for everyone except rangers.
