Voss is on TLPs even in classic. Voss is a limited supply item. So the best time to snag them is on a server reset. The P99 Wiki doesn't list every vendor that sells them http://www.eqtraders.com/items/show_item.php?item=23746&menustr=110000000000
limited supply item? When does supply restock? on some sort of timer or only on server patches? seems a ridiculous vendor policy to have
It's only on server/zone reset. In zones like Greater Faydark that constantly had picks in classic it was easy to get. It's harder now. If you check all those vendors and none are available you'll have to wait until patch day and make sure you log off in front of one of the vendors.
Won't help you for a few months, but the vendor in Tranquility has an unlimited supply in case anyone wants these on more mature servers. Nice little "evac" for classes that dont get evac.
Unless this was a change made on Aradune, it's absolutely not true. They have a respawn timer on the merchant. When charm gating was still a thing on prior tlp's, we camped a ton of them in preparation for the kunark launch and we most certainly never waited for zone/server resets.
