I was in there not to long ago and killed one just to see the faction message, boom -1000 Ring of Scale hit. It was just a common drake in one of the hallways. Guess they wanted to make sure everyone was kos in there back in the day.
Mistmoore is pretty tedious. Lots of mobs, small faction hits, lots of running around. There are some large faction hit mobs around Norrath. Some are on a quick spawn rate too. Some (all?) will drop your faction with something else though, so your choice on who you want to be allied with will determine where you grind. I think Mistmoore is probably a safe bet if you want to keep your other factions, since it'll just drop faction for mobs that ought to be kos anyway. Where do you really need it? The new VP. Makes it so much easier to do... anything, really.
Whats nice about Mistmore is you can pull everything, wack it all in like 13.56 seconds get 150 ish +ros faction hits, then afk for 13 mins for respawn. And dont forget old world tradeskill crap that is always useful.
It's a bit silly though, you kill the named in the new VP and still get -1 faction. One quick run through Mistmoore with a tank or melee merc in tow, and you don't need to worry about becoming KoS in VP for weeks.
