Oakwynd gear was announced to be changed to heirloom (if it was no-trade on standard servers, but tradeable on FV/mischief), not attuneable. Attuneable means you can trade until it is equipped, then becomes no-drop. Heirloom just means you can pass it between characters on the same account, which is less interesting unless you're making a bunch of copies of the same class on an account.
