Holding key is repeating rapid fire presses.

I ws playing EQ with a friend running her through glooming deep and at some point (after we killed the slave master) my movement keys started making me do this rapid fire stutter step. Turning was also slow in stutter step mode as if I had turbo mode on but my keyboard does not have that. I checked sticky keys and filter keys and they were both off. It is not just in EQ and it takes about a quarter of a second holding the key to get the rapid fire going. I have tried looking up the solution as I did 3 years ago when this happened before (can't remember the solution) and now I can't find the place I got the problem fixed anywhere. Only search results for making scripts to do what I am trying to stop the thing from doing and sticky key and filter key results.
