Just curious if anyone's spotted this NPC since Frostfell went live. I can't seem to find him in PoK or the starting cities and was hoping to snag a bait summoner this year. I've never participated in these events before so just curious if he was removed from the game, is spawning elsewhere, or unlocks somehow. Do I need to complete the first 4 quests before I can see him?
