Are you talking about this neat new forum feature? Where it displays the forum sub-listings right on top of the page selection buttons at the bottom, and you get to play a super fun mini-game trying to click to page 2 without clicking on the sub-listing? There's a really tiny area there where it works! It's fun!
I've seen it look like that before, but I haven't had to deal with that in a while now. I don't recall any of the details of which device or anything, unfortunately. I checked my phone, and it currently looks okay. But if you run into that, it's definitely awful. Mine looks okay atm:
