Do something anything your servers cannot handle the population as it is. Do mergers of low populations split higher population get rid of TLP servers that no one is playing on. Free up the power because the game is unplayable at peak times. If your guild wants to raid don't do it on Sat. night or Sun. Night. Daybreak you are setting up your competition up to take your player base.
They have neither the man-power, or will-power to do so. Now I believe they lack the expertise as well. The only time an issue is met with total silence for this long is when there is hand-wringing over how to explain away incompetence. Using buzz words in short posts such as "no magic bullet" or "must be phased in" is a big sign.
