Mayor Salvadore West, a necessary NPC for progression in The Broken Mirror expansion has either pathed into a wall and is now stuck and inaccessible. I'm aware that the NPC in question leaves his spawn point and paths around the zone, I logged onto my 105 ranger to look for him after failing to locate him by sight with my shadowknight. All possible positions that Track showed him in that were accessible by players turned up no Mayor.
He's on top of the main building - He'll eventually come down. You may be able to finagle yourself into position to hail him - I didn't spend very long trying. Use of rocket packs and whatnot could probably get you into a higher position to be in "hail range." This was taken from on top of the wall below the SE corner of the mayor's office. I think he moves once every day/night cycle (could be wrong). As a side note, you can always find the mayor with ctrl+F to bring up your find window. Will show you on your map his exact location. In this case, he's inaccessible (probably)! TBM is the best!
