I was able to combine the shadow with the final shawl outside the quest. Now the quest is bugged and I'm unable to redo it. Or turn in final shawl. 50 hours of quest time for nothing. Anyway to reset this so I can do the final combine again. Ill be submitting a bug report next log in.
I wanted to clean this up a bit. I currently have Brell's Shadow Shawl but am stuck on "locate Brells Shadow and tailor into prayer shawl of the duke." of the "Sacred Prayer Shawl of the duke quest. I can not fix it or redo it =(
You can pre-loot the shadow from the Luclin raid, but you cannot make the tailoring combine unless you have the quest active. If you did the combine "outside the quest" then its not a bug.
You should not be able to make the combine outside of a quest if doing so breaks the entire quest chain. I've not figured out a way to recover. I can't go back or anything.
Petition it, they should be able to roll back the step that's messed up. I fubared the mercenary recruitment quest several years back. I made the ring before the step was open. They quickly fixed it for me.
