The totem is supposed to summon an aura of power which will enhance ranged attacks for those who stand within it. Nothing happens when I try to activate it, and there is no way to equip it. I don't know if this has been disabled or if it is a bug. I have only just returned to the game recently after many years away. If it is disabled, why keep it in the game at all?
It's a quest item. It has no use other than to update that quest. What it does: You can kill several of the named dragons and loot an item from them. During the final boss fight: The artifact(s) you looted in the first part of the task can be helpful here. When clicked, they spawn an aura on the platform that boosts your spell damage, DOT damage, and ranged attacks. Where the totems work:
