I'm over at Fenden Helter in Dragonscale Hills. He sells some augs and such. I have one in my inventory - Gearmost Core - which has a purchase price of 2250 faycitum. In older expansions such as Dragons of Norrath and newer expansions such as House of Thule, we can take vendor gear and resell it for a certain % returned currency. This guy isn't offering any faycitum. I don't have any use for faycitum these days, but there could be some lower level players who may want to regain some currency or who may possibly have purchased the wrong item. Should this be changed? It appears to be a simple oversight, since it is inconsistent with all of the other alternate currency merchants.
Many of the items Fenden sells are tradable, if there was a return on items, some friends could get tradable items hand them over, to be soldback, and then a non tradable desired item acquired. As a side note Loyalty items cant be sold back so far as I recall - such is life, some sales are final.
