Horse Speeds Fast is the fastest. Some mounts like Topiary Lions have 2 versions: default Run2 and Fast which is based on a character flag triggered by having a mount that is always Fast. If the name of the spell doesn't give away which mount it is, you can Click on the spell name.
Bard with Drum will always be fastest, and I think the Seru / Emp mounts from SOL are still the fastest?
I was under the impression that all current marketplace mounts were at the fastest level, along with seru, black drogmor drum (casino), and pally/sk AA. I thought they were at all run speed cap and then bards get an AA that extends our runspeed cap by a small amount and that was the only real advantage we had as far as top speed. Selo's is much better due to mobility.

How does one get that to work ? I have a emerald sokokar (fast 1) in my house and I only get the wurms speed, do you have to keep both in inventory ?
Pretty sure it's use the Fast mount to flag the character. If that no longer works blame me and the other people who abused that on FV to make Topiary Lions fast by trade-click-trade.

Yeah I found that information too, just ran some tests... Loaded up Emerald Sokokar Mount, cast the spell ran to zone line. Loaded my Shadow Wurm mount, cast the spell and ran and the Wurm Mount is not as fast as my Sokokar mount. Blah.
Years ago I had a Seru mount on my box, and it seemed a tiny bit slower than my SK AA mount. Don't know if it REALLY is or not, but the SK mount was slightly faster when I would change who was leading with Auto Follow.
I have the white striped tiger mount from attending 2010 fanfaire, it is Very fast, no extra stats just Fas, think the name is like jungle king some thin of feerrott? ill have to look not dure how fast he is but no one on a mount flies past me
As previously stated, any mount who's mount name includes the word "fast" is the fastest speed. Run 2, Run 1, Slow 2, and Slow 1 from fastest to slowest are the other speeds. This is a list of every mount currently in game with max mount speed. (Ignore anything that doesn't say "Summon Horse")
