It’s like when you buy a soda from the vending machine for $0.65 but you only had a dollar bill. So you put in your dollar and expect some CHANGE, but the stupid machine just took your money and didn’t give you no CHANGE. And then to make matters worse, the thing didn’t give you your soda either. So then you hit it one time (lightly) with the hopes that will magically get you your soda and your CHANGE. But that doesn’t work. So you hit it again (this time, not so lightly), but it still just sits there ignoring you and refusing to give you your soda and CHANGE. So then you grab it and start shaking it, but the damn thing still won’t give you your stuff. So then you start swearing and then start kicking the machine and yelling at it for ripping you off. Then the police come by and say you gotta come with them, and you’re like “oh good, officer I would like to report a crime - this vending machine took my dollar, didn’t give me my soda, and wouldn’t give me my CHANGE.” But instead of helping you, the policeman arrests you for property damage. But it’s all just a misunderstanding because the stupid vending machine wouldn’t give you your soda and CHANGE. Is it something that a gnome named Verilyx on the Bristlebane server might use?

Clarification: in your roundup, you say NO: doesn't give change. Does that mean that it does give change when purchased, or that it does not give change when purchased?
Well, I had to go with the description of the question given. It doesn't give change like a drink machine, because that's what Morit described.
