I would say Yes; a few might choose to argue the point.
does the target of the spell get a buff icon?
From memory, No. I tried to double-check this on Lucy and found there is no entry for the spell ID #! So if it turns out there is one and I forgot, my apologies in advance. I think it will help you guess faster if you assume no.
Does this spell change the size of the target?

Throw Pie from the Fool's Pie

The Throw Pie spell was originally introduced in one of the 10th Anniversary sub-quests, as a clickie on Bristlebane's Party Pie:
The spell was re-used on another clickie as part of April Fool's content introduced in 2013, the Fool's Pie:
It buffs the target's charisma, for an unspecified duration, and I don't currently believe it ever displays a buff icon on the target. Raw spell data gives the spell level as 255 for all casting classes, and it can also be cast by melee classes with no mana.
It has the additional effect of moving the target a couple of steps back, so I had to think about how to answer the question of whether or not the spell had any bearing on location. I dreaded the never-asked question about whether or not the spell could cause the target to zone, which is theoretically possible but super highly unlikely except under manipulated circumstances.
