Before I left the game, years ago, Mind Phobiate worked like Mind Shatter; it was a DoT that also drained the mana from the target and gave it to me. However, I just turned level 75, and when I cast the spell, I no longer see the buff that restores mana in my buff window, like I could with Mind Shatter. Has Mind Phobiate been nerfed so that the mana drain no longer works and the Devs haven't fixed the description yet?
High level spells use the "resource tap" model. You get mana back for the dot on the mob, not for a separate buff on you. +/-, you can double up by tapping more enemies, but also the return stops when the dot does (because the enemy died, presumably)
