Can anyone tell me why level 88 NPC druids Horde of Scoriae is overwriting level 109 regeneration? Better yet why would any level magic druid dot be overwritting regeneration in the first place?

Because the effects are in the same slot. It is unfortunate, but it is also the way it has always been for same-slot effects of the same type (in this case, increase/decrease hp regen . . . much in the same way some hp debuffs will overwrite some hp buffs).

Slot 1: Decrease Hitpoints by 1691 per tick. Max: 1985 per tick

Be glad that NPC druids don't cast BoR on PCs(It overwrites haste.)
