Draconic and Glacial Frost Ornament Cloth Achievements are not listing the Cloth Robe as part of the armor set, ( I should say like every other cloth ornament achievement set to date does) causing players like me who often don't wear the chest plate piece being required to get the chest piece.
Did you try robe to see if it updates? It could just be the achievement display and not an issue with the equip check.
I have put the Glacial Frost cloth robe ornament on my chanter and nothing pops up to check off under General - Vanity - Glacial Frost. I can clearly see the other slots but nothing for robe. All the other HF cloth sets will say "Chest or robe"
