    No, it is not. For example, total Raid (group) DPS will be higher if the ENC is casting MindDrift to proc beguilers synnergy everytime it can be casted. Beguiler's synnergy is a 40% increase to the base damage of the spells the mage/wiz/etc in the group are casting. If a review of the parse shows that an ENC got high DPS by stacking DoTs, but casted minddrift 30% less, then they are under performing. An ENC can not increase their DPS enough to make up for losing a 10-20% increase to the 3-4 DPS casters they are grouped with.

    There are many other examples of where an ENC should sacrifice individual DPS for raid aDPS, such as keeping people alive with spell guards, casting NPT, rebuffing haste, tash/slow, etc. This might reduce the damage cast count of the ENC by 50 for the event, but the net of the team exceeds the ranking of the individual.

    And most importantly, I said probably. There are certainly examples of ENC at the bottom of the parse that haven't used IOG/Haze, haven't spired, haven't tash/slow, haven't rebuffed anyone, etc.

    There is a balance to be had. Mind Drift, Grip, haste, mind drift, coil, NPT, mind drift, dissident, etc. This will lower the individual DPS of the ENC but the net to the raid will be much higher than an ENC mashing multibind.
