TBH it feels like they have toned down the loot some, which I am not upset by at all. Mobs seem to be dropping one or two pieces now, instead of 5 or 6. This is non raid mobs though.
I don't think thats changed at all but there may be a decent number of mobs that are part of the randomness that don't really have loot.
That's working as intended. There are mobs in VT that are designated as rare and they can very rarely drop raid level loot.
Edit: After review of the spreadsheet listed below, most everything that I previously wrote in this space was ill informed.
