You may have to download the 32bit and 64bit version i was having issues running a ps1 in the past but once i downloaded the 32 bit one also it worked like a charm
New computers have the base version of directx 9c, whether it be Vista, W7-10. What they do not have it the last version of directx 9C, version 9.29.1974, noted as the June 2010, be it the redistribution file https://www.microsoft.com/en-us/download/details.aspx?id=8109 Or the dxwebsetup https://www.microsoft.com/en-us/download/details.aspx?id=35 People just need to remember that the older version of the above do NOT update themselves. I prefer the redistribution file because if there is a corrupted dx9c file it will be overwritten whereas the initial small dxwebsetup.exe file will not download and overwrite the file. To reiterate though, directx 9C, version 9.29.1974, noted as June 2010 is the one to use.
