    I finished the first quest and maxed leveling the earring to bloodied version. And now all the quest npc does is say Stares at you. So am I screwed? Is the quest just broke?

    Try saying all hail Rallos Zek again.
    If that doesn't work I believe the trigger phrase is on eqresource

    yea you have to say all hail rallos zek to start it even though when you hail him he never tells you to say that

    Because he expects you to learn. He doesn't hold your hand and lead you to things he already taught you.

    (BTW. you also can't shortcut to the task trigger phrase. He expects respect)
