Does anyone know what this npc is for in Overthere (original)? It is a male iksar in some variety of hero's forge ornament gear that is reminiscent of Dark Elf stuff from CotF. It is a merchant, but it is a completely empty merchant screen (for me, anyways). He does not respond to hails. I cannot seem to find information on him anywhere.

Also found in The Great Divide and Firiona Vie near port in books. Has a recover tab too with deleted items listed in it
It's for buying expendable port items on the 20th TLPs for DBC. Seriously. Items don't show up on Phinny either so I don't know what they cost.
This is a Selo only feature. A few of the vendors (Overthere and Nexus) did not get their item. This is fixed internally but needs a patch. Are you seeing this NPC on servers other than Selo?
We found the bug letting a few of these NPC's appear on servers other than Selo. This should be fixed in the April patch.

Was there an explanation as to what they are for anywhere? I assume selling teleport items. But it would be nice to confirm that.
