Collection Experience not scaling up

The experience for old collections e.g. from RoF expansion are not scaling up their experience reward to match the level of the player. However, the AA reward does scale e.g. to 15AA at level 115.

In more recent expansions both rewards scale to player level. I'm not sure which expansion is the cutoff for this dichotomy (perhaps TBM? ;-).

It's a mix. There isn't a clean break, it alternates for a bit, which is odd.

It scales from EoK onwards, for regular xp. I guess they consider that the start of "modern" EQ expansions.

The AA reward has always scaled up based on the level you finish the collection, as far as I know.

TDS forward does the scale. Except TBM. For some reason, it reverts, except when you finish a zone's collection - THEN it scales as well.
