Fixed [Coirnav] Captain Jack (16th anniv) not spawning

    Captain Jack Aviak in Plane of Knowledge for the 16th anniversary task Pirates of Timorous Deep is not spawned. TDS opened yesterday and the other task givers for 16th anniversary tasks are all up (The butler, Brasse, Ankra, Zantag the Greatest). On live servers he is up and shows as 16th Anniversary (TDS).

    This is an odd one. All other 16th anniversary NPCs are available except for this quest, and all are tied to TDS expansion which just opened on coirnav.
