Consider yourself lucky sir... mine at max ally has 150hp/mana, 6ac and 1 to stats and not a whole lot more. I actually came to the forums to see if anyone knew what was going on... it looks like it is a bug- I seriously hope they fix it soon cause I'm tired of using HoT charms on my chars.
There is another thread about this. Basically the charm is not looking at your faction but instead is being based off of your ROF mission progression. Its a known bug and supposed to be fixed next patch as per dev comment
