Change to on TEST Twincast

- Added an additional restriction to all Twincast effects that allows specific spells to be fully damage focused but not Twincast.

It's to prevent spells eating more than 1 counter if the spell procs another spell

Definitely a boost to the druid split nuke line, makes them better then the single resist fire/cold nukes, but I dunno if it makes them better than any of the roar nukes.

This is not good at all for Wizards. Wildflash was clearly broken and the fix is probably for the "good" of the game, but definitely not good for Wizard deeps.

So Wildflash won't be quad-casting anymore and eating 4 counters? IIRC Prathun defended that as a correct behavior.

I think Prathun's thing was just that consequences of a functioning system being unanticipated by players isn't the same as a bug.

It was correct behavior, it was technically broken before, and when they fixed it, the result was it began to quad cast.

So if it is currently behaving correctly, this isn't a fix then. It's just a nerf...
