Its your account type. F2P are limited to 250 AA Silver are limited to 1000 AA This excludes any AA refunded in AA revamps or some other special ones.

You can become a member for a month and get those then go back FTP. If you gain more than 250 and 1000 when normal player when you go back you stay the same just cant buy anymore.
Auto grant AA is something else F2P and Silver cannot enable. So when you get to higher levels if you wanted to krono or pay a month then you could auto grant during that month and get all AA (except tradeskills) up to that level. And then work on more during that month. Most players wait till level 85 or so that way they get the most AA for the buck. You can keep them when you go back to F2P or Silver. If you make a Heroic character he will have more than the minimum 250 or 1000 granted if he is F2P or Silver. But will not be able to earn more.
