After getting 1/2 the dairy from Wygrish in SG, I went to Quigil in Dulaks but he would not begin dialog with me. He's supposed to say something along the lines of : Quigli says 'I have nothing for you unless say you have the [right price]. . .' Instead he gives a standard line about being a stinky rotten whatever (bad faction response). However, if you use the trigger phrase about fighting his crew, the event will begin.
Has been bugged for over 10 years but as saying the correct phrase will allow you to bypass the dialogue it's likely a very low priority bug that's been shoved very far to the back of the bug queue.
