if you are unaware of the issue please go to the bug forum and look at the thread on ToV weapons. from the parses many ppl have run it looks like any lvl of haste is adversely effecting the damage scaling of weapon mastery. this affects all tanks and many other classes as well so please go like the thread and add any ideas or parses that might be relevant to pointing out or solving the issue.
