Don't believe there have been any new +% skill mod items introduced since TSS expansion. Six years and counting, don't expect to see such items ever again. Its a design decision, not an oversight.
Backstab % is on current items. Fabled PoP had an assortment of mods and came out after SoF was launched. A Solteris Bow with 5% Archery and an Aug with 8% Dodge are the last non-Backstab skill mod items in permanent content. And the Alaris Tear.
