I encountered the same issue with two TSS progression quests, where it will not update the first step. Severing the Strings (http://everquest.allakhazam.com/db/quest.html?quest=3911) The Pretender (http://everquest.allakhazam.com/db/quest.html?quest=3900) After zoning into Sunderrock Springs with both tasks (then later with each one separately) I noticed that I do not have a line on my compass directing me to the instanced version of the zone. Walking north of the mines to the doors and I am unable to enter the instanced version, and going into the non-instanced version does not update it. It is confusing because Alla might be in error, since this is both listed as a solo task, and taking place in the raid instance, but either way I cannot find the way to get credit for "Enter the Vergalid Mines - Sunderock Springs" Thank you
Iirc you have to have both in your task list, the raid and the task going - yea here it is from allah - "to complete this task, you will need to have both this task and the "Vergalid's End" raid task, as the updates you need here come from that raid instance."
