Technically there is no stop time. Raids are over when they are finished. So far over the last 5 months, instance raids have lasted anywhere from 1hr to 2hr on average (think our shortest raid night so far was 40 minutes on a 4 split Kunark night of vs/sev/trak/talendar). So our instanced nights are over pretty quickly. I would suspect that time to increase in Velious as the raids are longer. People are free to go at any time though, it is not required to stay until the end. We are also a batphone guild as well so we do all OW targets outside of instance raids.
