Confirmed, task givers don't exist in pick zones, and you can't pick to the base zone when it's over 60. Bug, devs please fix ASAP.
The razorgills aggro when you are no where near the water, and stay aggro. When you go find them, they are warping up & down in the water making killing them a PITA. They are also Doug models (not fish models).

There are currently: 66 and the zone will support 60. The zone will start suspending mercenaries in 60 seconds. Like 30 of these guys are just standing around. This is a problem since the quest giver doesn't exist in pickzones.

Did you definitely have him targeted? He has to be targeted when you say the phrase or it doesn't work.
