Fixed Internally Agents of Change do not appear to work on FV

I'll take that bet.

I spent ~5 hours on Test the day after the patch, researching the Agents of Change in anticipation of their launch on Live. Sent AoC updates to Gidono at Alla so their list could be as accurate as can be. Zoned into ~20 or so instances with 2 All Access 115s, 1 Silver 110 and their mercs.

...and did not encounter a single problem. Because AoCs were already in place on Test. Not sure if the access checking code made it to Test in the patch or if Test's special environment superseded the code. But time was spent on it after the Test patch, before the Live patch.
