11th Anniversary Raid and Mission NPCs gone after last server hiccup

    Phinigel server went down as we were forming for 11th Anniversary Raid (Karl Kranigan) but when it came back up, Karl looks to be on a dinner break. 11th Mission NPC is MIA as well.

    Karl Kranigan is up in Plane of Knowledge on Phinigel now. Note that it can take some time for event NPCs to spawn after a server restart. (Union rules, dinner breaks, etc.)
