    Here on bristlebane we have some guy talking to himself in general chat.
    No one is talking to him. He is just going on and on to himself. When too many people ignore him he rolls up a new toon and starts again.

    A couple times I tried to talk to him about it. Finally just asked him to stop spamming general and he did stop for a while but next day he started up again.
