As with most server, Aradune is top heavy. Most people are long done leveling/grinding. It's also near expansion's end so most people are done with what OOW has to offer.
Plenty of time to catch up in the lv 70 era. As a matter of fact, starting at lv 1 at the end of OOW, might keep you from hanging yourself before TSS unlocks.
A top-heavy server isn't a dead one - its just far enough along that the lower areas are completely empty. This is probably the best time to start a Zerker as well as they are in high demand for raids. Catch up should be easy too! Just get in a good guild, make some friends, and they'll probably have some alts to level with you or power level you to a grouping level. You only need to hit 46 in order to group with 70s and soak up sweet XP. Couldn't agree more!
There are still an awful lot of people on the server. There are still 18/19 guilds clearing OMM according to Aradune Progress, and potentially more that just aren't on the site. The server is top heavy, but it's still absolutely possible to level up as a no boxer just pugging your way to max level. Be a bit slow and you'll have to make some groups but it's fine otherwise.
