There is a tempest frog that is untargetable in Plane of Storms. Track shows it to be somewhere in the sky. This is on The Rathe server and prevents the ability to spawn the Raid named
I saw the same on Ragefire months ago. It didn't stop Mr. Kermit from spawning though. It appears you have to kill X frogs in Y time and that is what pops him. Gather them all up, blast them all quickly, then blow them up as they respawn.
