Loot councils are better at effectively gearing a raid. DKP systems don’t reward the right priorities to the raid team and promote DKP hoarding. Classes and roles have significantly different gearing needs and it can be more easily satisfied with loot councils.

This was a reply to this quote:

Many times, uber guilds and boxers run through a new expac, get their loot, and then complain that it is too easy or too much loot drops. The devs make changes and the casual players coming later have a much harder time getting loot.

That may have had some validity in the past, but I dont see that it has any relevance to the current discussion. Raid guilds are not proposing changes that would shut out casual players from loot in cov, are they?

No, we are saying they overcorrected, again. Many of us were happy so many mid-level, and even beginning raid guilds were able to finish raids and get gear in ToV. Yes, it really was a serious loot bonanza where numerous chest loots were left to rot by high end raid guilds after alts got geared. So it seems DPG fix was to halve the coins earned by winning, and raise the prices on gear, so in effect it is 4x more costly in terms of effort to get top end gear.

No thats not what he said.
It makes no sense to say the uber guilds got their loot then want to change the rules. Almost no one has got loot this expac and anything gotten last year is irrelevant. If anything, the changes being asked for would help casual raiding guilds as much as the "uber" guilds.

Not siding with the claim that changes are needed, but just responding to the obviously intended insult to raiding guilds. Its bull crap.

Svann I was answering the last question posed in the quote I was answering. (Raid guilds are not proposing changes that would shut out casual players from loot in cov, are they?)
Not the guy taking a dig at raiders.
Exactly. if it's 4x as hard for top end raid guilds who can expect to have the 6 (as of today) raids on farm within a week, it will be even more difficult for those who struggle.
I've missed today's raids with a 14.5 hour work shift..

Who made "the ToV complaints about drowning in loot"? DBG is not compensating because they just woke up on the wrong side of the bed. They listened to someone? That someone is who?

Don't worry, there is a high likelihood of ToV getting revamped as well. This is what ruined GMM for many casual players who came later.

You can still get tov raid flood loot just as well as big raid guilds.
Big raid guilds are just as slowed down in cov as you are.
At no point did big raid guilds get their loot then lobby for changes so they could keep theirs and prevent you from getting yours as you implied here:
    --------------------------------------------------------------------------------------
Alternately, if you want to blame big guilds because they gave honest opinions about tov loot and then devs went overboard with it you are still wrong. If there is blame it should go to the ones that went overboard not the ones that gave honest opinions.
