We can't evaluate apps if they're on the bench and not in raid. It's also unfair to the applicant to tell if we are a good fit for them as well if they are constantly riding the bench. Apps and new members rotate only if needed, just like every other member (apps may sometimes bench less so they can get caught up whether that be in terms of coin, gear, ach, or event familiarity). There is no seniority or rank shenanigans; everyone rotates as part of a team if it is needed.
