For a new player, I was very disappointed in the fact that on the Daybreak store, the preview does NOT state when buying overseer packs that you need to be level 85. I came from EQ2 and there is no level limit on when you can start overseers so why would I guess there would be one on Everquest? Anyways, after wasting almost 900 Daybreak coins, I learned a hard lesson. Don't spend anything in Everquest because you will be screwed over.
I would submit a petition and request a refund, explaining your situation. There is no guarantee you will receive a refund, but if you truly have no level 85 character, perhaps they will take that into consideration. That said, there is zero reason to spend any money on overseer, 99%+ of it requires no purchase (just one less-than-desirable elite is available as a purchase-only).
