Fixed Slow Debuffs setting combat skills to 20+ min cooldowns

    Issue: Currently when players are hit with a significant slow debuff (90%+) combat skills, having their cooldown based on your current haste %, are put on extremely long reuse timers if used during this period. A 99% slow for example (Player has 1% haste) will cause Backstab, Frenzy, Flying Kick etc to be effectively locked to the character for the next half hour if a player accidentally (or through autoskill) uses an ability during this period.

    Proposed Solution: Set a hardcap of ~5 min reuse on the following combat abilities: Kick, Round Kick, Slam, Bash, Backstab, Frenzy, Flying Kick, Tiger Claw, Tiger Punch, Tail Rake, Dragon Punch.

    Uhhh bump. This is still an issue on every TLP and becomes even more of a pain in the butt in TSS onward with the number of big slows that go out. Having to relog every time it happens to fix a 30 minute Backstab cooldown timer is not intended, surely. Also - 5 minute cap would be too high. It should be no more than a minute or two, or just a very low % of the base skill reuse timer.

    Continues to be a problem in dozens of events. Even moderate slow debuffs will give 30-60s cooldowns to your combat abilities.

    I noticed this on Mangler today...... hmmm. Sounds like a fierce eye 2.0 bug
