So no hard numbers but Manglers xp rate doesn't seem to be consistent with the bonuses expected of a server in GoD era. Will do some xp testing comparison a little later tonight for hard numbers but something mighta gotten messed up with the holiday bonus as it has in the past.
Wasn't the normal method of testing just creating a fresh level 1 character & seeing what % xp was awarded from various con mobs they kill?

Yes this is what I've done on prior servers. The biggest tell is also using static quest XP (such as red wine) since the XP you gain from quests is determined based on the servers XP modifier.
After the server came down for the patch the issue seems to be resolved: MANGLER 1000 Red Wine Level 1 0.00% -> Level 4 62.162% Level 1 vs Level 1 North Qeynos - 7.500% (7.5% increase) Level 1 vs Level 1 North Qeynos - 15.000% (7.5% increase) Level 1 vs Level 1 North Qeynos - 22.500% (7.5% increase) Level 1 vs Level 1 North Qeynos - 30.000% (7.5% increase) Level 1 vs Level 1 North Qeynos - 37.500% (7.5% increase) Level 1 vs Level 2 North Qeynos - 45.000% (7.5% increase) Skipping Ahead to Level 2 (0.714% in) Level 2 vs Level 1 North Qeynos - 2.042% (1.328% increase) Level 2 vs Level 1 North Qeynos - 3.371% (1.329% increase) Level 2 vs Level 2 North Qeynos - 8.985% (5.615% increase) Level 2 vs Level 2 North Qeynos - 14.600% (5.615% increase) Level 2 vs Level 3 Qeynos Hills - 22.1% (7.5% increase) Seems like I am now hitting the XP cap per kill on the server (which seems to be 7.5%) Looks like XP is now 186% what it was yesterday, pretty nice.
Did this apply to AA xp or not? The difference in regular XP feels very noticeable but I'm not seeing that with AA xp. This could just be a "Jboots have been nerfed" experience here... but should the GoD bump have affected AA xp too?
the Global "progression" exp mod is correct. AA exp is not altered by the mod that we use to adjust standard exp for progression servers. This is a different mod than we use when we give bonus exp for events, which DOES effect AA exp. So you would not see a change when the progression EXP mod changes, but will for events.
Can we implore you to post the XP rates for both Level and AA experience for each relevant expansion increase on TLP servers? I think a lot of us, apparently mistakenly, assumed the mod applied equally to level and AA experience.
At this time, no. I'm not going to list the exp mods. I'm not saying never to this, but, not for now. The AA is a mess. There's the "acceleration" mod that scales according to how many AA you have and what expansions are unlocked (I'm not going to do deep research, this may be level cap based... which is equivalent to expansion based... so six of one, half dozen the other!) explaining this is a nightmare, and basically a lookup table. So... for now. No. There *IS* a pre-everything-AA-EXP-mod that can be applied. It will take research to confirm this, and right now I'm not doing the research, so this is from vague memory. I **THINK** It's 1 (I.E. no adjustment) on all servers except Selo (if I remember correctly), which does get a multiplier.
